The universities and hospitals involved in cap and trade have similar issues to many of the other mandatory participants. Having already undergone retrofits and energy saving initiatives much of the low-hanging fruit of efficiency has already gone. Now, with a price on carbon, energy and facilities managers are challenged with finding additional savings, efficiencies or low-carbon alternatives if they are to avoid the large financial exposure of cap and trade.
